But unprecedented federal budget cuts and persistent housing instability threaten that progress, making state action more urgent than ever.<\/p>\n\n\n\n<p>\u201cThe stakes for New Jersey families could not be higher. Lawmakers must act now to expand affordable housing opportunities and to prevent a surge in evictions and homelessness,\u201d <strong>said Al-Tariq Witcher, managing director of external affairs at Fair Share Housing Center. <\/strong>\u201cIt\u2019s essential to modernize zoning laws, protect tenants from displacement, and expand housing funding so that families across the state can afford to stay in their communities.\u201d<\/p>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Modernizing Zoning to Expand Housing Supply<\/span><\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Facilitating conversions of vacant office parks and retail centers into mixed-use developments<\/strong> with at least 20% affordable housing \u2014 revitalizing struggling commercial sites while accelerating home construction. (<a href=\"https:\/\/www.njleg.state.nj.us\/bill-search\/2026\/S1766\" rel=\"nofollow noopener\" target=\"_blank\">S1766\/A3535<\/a>)<\/li>\n\n\n\n<li><strong>Empowering religious and nonprofit institutions to develop affordable housing on their property<\/strong>, unlocking new pathways to housing production. (<a href=\"https:\/\/www.njleg.state.nj.us\/bill-search\/2026\/S1836\" rel=\"nofollow noopener\" target=\"_blank\">S1836<\/a>)<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Strengthening Tenant Protections and Housing Access:<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Codifying protections against \u201cunconscionable\u201d rent increases<\/strong> and protecting tenants from blacklisting based on dismissed eviction filings. (<a href=\"https:\/\/www.njleg.state.nj.us\/bill-search\/2026\/S726\" rel=\"nofollow noopener\" target=\"_blank\">A5307\/S726<\/a>)<\/li>\n\n\n\n<li><strong>Increasing eviction filing fees <\/strong>to deter frivolous filings and create a dedicated Homelessness Prevention Fund. (<a href=\"https:\/\/www.njleg.state.nj.us\/bill-search\/2026\/S391\" rel=\"nofollow noopener\" target=\"_blank\">S391\/A3481<\/a>)<\/li>\n\n\n\n<li><strong>Strengthening tenant screening confidentiality and transparency<\/strong> by limiting use of eviction records that did not result in displacement and requiring disclosure of screening criteria. (<a href=\"https:\/\/www.njleg.state.nj.us\/bill-search\/2026\/S402\" rel=\"nofollow noopener\" target=\"_blank\">S402\/A1744<\/a>)<\/li>\n\n\n\n<li><strong>Limiting large institutional investors in the single-family housing market <\/strong>to level the playing field for individual homebuyers and curb speculative bulk purchases. (<a href=\"https:\/\/www.njleg.state.nj.us\/bill-search\/2026\/S3097\" rel=\"nofollow noopener\" target=\"_blank\">S3097\/A4524<\/a>)<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Restoring and Expanding Housing Funding:<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Fully restoring and expanding the Affordable Housing Trust Fund<\/strong> to support affordable housing production, preservation \u2014 one way this can be accomplished is by modifying the state\u2019s \u201cmansion tax\u201d to dedicate at least half of revenues from on home sales over $2 million to create a reliable funding stream for affordable housing production and preservation.
